Gov’t moves to clear cocoa farmer payments after crunch meeting

Minister of State in charge of Government Communications, Felix Kwakye Ofosu, has announced emergency measures to expedite payments to cocoa farmers, following a special Cabinet meeting on Tuesday to tackle the sector’s ongoing liquidity crisis.

“We have just concluded a lengthy cabinet meeting, which was an emergency session that discussed the cocoa sector and matters arising there.

“At the end, decisive measures were agreed upon regarding expedited payments to cocoa farmers and the implementation of the most drastic reforms in the cocoa sector,” Kwakye Ofosu told the press.

The reforms, described by the Minister as “the most far-reaching in the history of the cocoa sector,” aim to shift Ghana’s focus from exporting raw beans to boosting domestic value-added production.

They also include a comprehensive restructuring of COCOBOD to improve efficiency, transparency, and management of the sector.

The emergency intervention comes after farmers who delivered cocoa since November 2025 remained unpaid, with Licensed Buying Companies owed more than GH¢10 billion.
