Education Minister Haruna Iddrisu says Cabinet is considering a proposal to allocate 1 percent of the District Assemblies Common Fund directly to education as part of a broader decentralisation plan.
Speaking on TV3, he said the proposal reflects President Mahama’s view that recruitment and resource decisions should increasingly be handled at the district level. “Why must a teacher be recruited by GES headquarters and not at the district assembly level?” he asked.
Under the plan, districts would have greater authority in education financing and potentially in teacher recruitment.
On concerns about delayed hiring, the minister clarified that recruitment depends on fiscal approval. “I am not the approving authority. I wait for the Minister for Finance to grant me clearance,” he said. Once clearance is granted, the Ghana Education Service proceeds with recruitment.
He acknowledged public demonstrations by teachers but maintained that the ministry requires financial authorization before expanding payroll numbers.
If adopted, the decentralisation framework would redefine how powers are delegated in education administration.
