The Economic and Organised Crime Office (EOCO) has outlined seven suspected offences forming part of its ongoing investigation into former Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD) Executive Secretary Dennis Edward Aboagye, popularly known as Miracles, and former accountant Gerald Appiah.
In a statement issued on Monday, July 13, EOCO said the investigation followed a forensic audit and a petition from the current Executive Secretary of IMCCoD over alleged financial and procurement irregularities involving about GH¢55 million.
According to EOCO, the offences under investigation include ‘conspiracy to steal and stealing, using public office for profit, causing financial loss to the State, dissipation of public funds, defrauding by false pretences, money laundering, and other suspected offences.’
The anti-graft agency also disclosed that Gerald Appiah has ‘voluntarily begun refunding’ funds linked to the investigation, stressing that the recoveries **’do not… absolve any suspect of any crime.’
EOCO explained that Aboagye had been placed on a stop order before his return to Ghana. He was intercepted by officers of the Ghana Immigration Service at the Kotoka International Airport and handed over to EOCO. Investigators said he later accompanied officers on a search connected to the case.
The office added that Aboagye would ‘be granted bail in accordance with the Constitution and the laws of Ghana,’ while investigations continue.
