Professor Titus Kofi Beyuo, the former General Secretary of the Ghana Medical Association (GMA) and current Member of Parliament for the Lambussie Constituency has expressed his critical stance on the ambitious Agenda 111 project.
In an interview with Roselyn K. Felli on Joy Prime monitored by MyNewsGH, he described the initiative as overly ambitious and disregarded fundamental project management principles.
According to him, embarking on a massive hospital construction project without testing the model on a smaller scale or ensuring specified funding posed significant challenges.
He questioned the decision to centralize the project in the Office of the President instead of the Ministry of Health, which he believes is better equipped with the necessary expertise to handle hospital construction.
Prof. Beyuo highlighted that, in his view, the project was doomed from the start due to unrealistic timelines and inadequate resource planning.
“A hospital is more than a building. You must have a solid plan for human resources,” he stressed, pointing out the absence of provisions for training and retaining specialists to staff the facilities.
While acknowledging the benefits of Agenda 111 for constituencies like Lambussie, which lacks a district hospital, Prof. Beyuo emphasized the need for a comprehensive human resource strategy, including expanding postgraduate medical education and retaining experienced healthcare professionals.
