Bagbin Rejects Private Members’ Motion Seeking Probe into Major Narcotics Seizures

Speaker of Parliament Alban Bagbin has ruled a private members’ motion seeking a parliamentary inquiry into major narcotics seizures involving consignments linked to Ghana inadmissible.

Delivering his ruling during Parliament’s emergency sitting on Tuesday, September 29, 2026, Mr Bagbin said the motion could not be admitted because its subject matter substantially overlapped with issues already before the courts.

He referred to the Standing Orders governing the admissibility of motions and the Speaker’s responsibility to ensure that parliamentary proceedings comply with the rules of the House.

Mr Bagbin said the House had to consider whether the proposed inquiry could proceed without interfering with matters being handled through the criminal justice system.

“Accordingly, I am of the considered opinion that the motion, in its present form, is inadmissible,” he ruled.

He said his decision was guided by Standing Orders 56 and 103(5)(f), which informed his assessment of whether the motion could be entertained by Parliament.

“I therefore rule that the private members’ motion is inadmissible,” the Speaker said.
