Bank of Ghana revokes Zeepay’s licence over regulatory breaches

The Bank of Ghana (BoG) has revoked the Dedicated Electronic Money Issuer (DEMI) Licence of Zeepay Ghana Ltd with immediate effect, effective Monday, July 14, 2026.

In a statement, the central bank said the decision was taken after “multiple regulatory breaches” and Zeepay’s “persistent failure to comply with regulatory directives and the terms and conditions of its DEMI Licence.”

According to the BoG, Zeepay issued electronic money without maintaining the required cash backing and failed to comply with directives to inject sufficient funds to cover customers’ e-money balances and wind down its e-money issuance business.

“The continuous use of its DEMI licence constitutes a threat to the stability of the payment system,” the Bank of Ghana said.

The central bank has advised affected Zeepay wallet holders, agents and merchants to contact its support team for assistance.
